Wayleave:
A Wayleave
refers to a corridor that is clear of buildings or any other unauthorized
structures, which is legally acquired for public use. Songas acquired
a total of 229 Km Marine and Mainland Wayleave from Songo Songo
Island to Ubungo Power Plant in Dar es Salaam for the installation
of the 16 inches Main Gas Pipeline and 16 Km Wayleave from Ubungo
to Wazo for the installation of a spur line to Twiga Cement Factory
and Independent Power Tanzania Ltd. The Marine Wayleave has a
width of one Km and the mainland Wayleave has a width of 30 to
60 meters.
Songas Gas
Pipeline and the Wayleave are marked by above ground signs to
indicate the general location and contact information.
To
ensure public safety, Songas is closely monitoring its systems
through a combination of safety programs; including but not limited
to monthly low-level flying, visual ground inspection, and computerized
system report.
Songas
has established a process which identifies, mitigates and/or controls
all potential risks to the High Vapour Pressure Gas (HVPG) pipeline
system from the works to external third party sources.
Wayleave
foreign crossing
Refers
to any kind of activity which is done close to, across, underneath
or above the natural gas pipeline way leave from Songo Songo Island
to the Ubungo Power Plant and the Spur Line to Wazo Hills and
IPTL. This includes, but is not limited to highways, municipal,
district or private roads, railways, irrigation ditches, drains,
drainage ditches, sub-surface drains; overhead lines or underground
cable and other pipelines.
ALL
FOREIGN CROSSING ON SONGAS’ WAY LEAVE WILL BE INSPECTED AND APPROVED
BY SONGAS PRIOR TO THE START OF ANY WORK.
All
the work shall be done in accordance with the Songas Terms and
Conditions and within the approved Agreement. Should the Applicant
fail to perform in accordance to the Terms and Conditions stated
below, then, Songas may at any time decide to cancel the permit.
Health,
Safety & Enviroment
The
main threat to the safety of the pipelines arises from people
or companies doing unauthorized activities within the vicinity
of High Vapour Pressure Gas (HVPG) Pipeline without realizing
the exact location of the pipeline. The excavating equipment can
accidentally strike and damage the pipeline. Severe damage can
cause the pipeline to leak or rupture, resulting in an immediate
hazard to life and property. Even damage, which appears to be
minor, can, over time, weaken a pipeline, causing a leak or rupture
in the future.
Any
works within the pipeline way leave has potential to create health,
safety and environmental hazards. All people working within the
way leave shall wear proper PPE and work to minimize risks and
environmental impacts.
If the work will be done in heavy forest areas inhabited by wild
animals, then a game warden with a gun will have to be hired till
the completion of the work.
Procedure:
Any
company or individual intending to work on, across or close to
any Songas way leave is required to obtain authorization from
Songas (POP-03-01-B Way leave Crossing
Application Form). The form must be completed and returned
to Songas at least two weeks prior to the start of the work. All
relevant information and technical drawings will be attached.
The application will provide following information:
- A
plan for way leave crossing;
- Excavation
and work plan;
- Safety
and security measures for facilities from its activities and
from external parties and public;
- Restoration
and reclamation of the works;
- Any
erosion control measures that may be needed to prevent soil
erosion and potential slope movements the could produce stress
to the pipeline and/or operating environment.
The
work approval or disqualification shall be given to the applicant
within 7 working days from the date of submitting the application
form.
Any
changes made on the original design or work permit has to be approved
by a Songas representative on site. However for all major changes
a re-application will be necessary.
Terms
& conditions for an approved work on the Wayleave
1.
Songas requires that all works be performed in accordance with
Songas established procedure for third party works on Songas facilities
and shall not allow any unsafe work that is not in compliance
with OHSA standard practice.
2. No work shall start without a Songas Authorized Representative
on site who will ensure the pipeline has been properly located
and staked. The pipeline should be located by electronic means
and staked for identification.
3.
Songas Authorized Representative will have unrestricted access
to the job site at all times to ensure safe performance of the
work.
4.
Once the excavation and construction of the facility has commenced,
it should be carried out as expeditiously as possible and backfilling
over the natural gas pipeline should be completed as soon as possible.
5.
Excavation using a mechanical machine is not allowed within five
meters from the gas pipeline. Only Excavation By Hand will be
allowed within five meters of the pipeline. The applicant should
also place warning signs during work on the excavated area.
6.
Use of Explosive Materials within 150 meters of the HVPG pipeline
can cause damage to the pipeline. Any potential use of explosives
must be reported to Songas prior to commencing any work.
7.
Operating a vehicle or motorized equipment across Songas facilities
outside the traveled portion of a public road, requires approval
from Songas. The intent of this is to allow Songas to have control
over vehicular activities that could affect the safety of gas
pipeline.
8.
In all excavations where a high vapour pressure gas pipeline has
been exposed, backfilling shall take place within four days (4)
from the start of excavation. Only Songas approved backfill will
be allowed in the pipeline trench excavation. Backfill shall be
compacted in lifts to the top of the pipe. Only rolling compaction
is allowed. Sand padding of the pipeline trench may be required
where coral or rock has been encountered in the excavation.
9.
Songas HVPG pipelines left suspended in excavations greater than
one pipeline segment (joint) in length shall be adequately supported
as approved by Songas Authorized Representative and provided with
24-hour security.
10.
If the applicant has subcontracted the work, they shall be responsible
to ensure that all subcontractors comply with all the requirements
as contained herein and that they are adhered to in all respects.
The applicant shall also provide an authorized representative
at the site to supervise the works of the subcontractor.
11.
The Applicant shall indemnify and save harmless Songas against
any and all costs, damages, actions, proceedings, claims and demands,
whatsoever arising and by whosoever incurred, brought, made or
prosecuted, caused directly or indirectly as a result of the construction.
12.
After completion of the works the applicant must restore the affected
land to the original state or better condition. The applicant
must install a special way leave crossing sign to identify the
Applicant’s new installation.
13.
If the applicant fails to install a way leave crossing sign for
the new installation, Songas will not be responsible for any damage
done to the applicant’s facility as a result of Songas future
works.
14.
The applicant is required to obtain all necessary permits, orders
or authorizations from any and all other Authorities having jurisdiction
over such activities and all parties having an interest in any
lands affected by such activities.
15.
If the work is approved, the Songas Work Permit shall be valid
for a period of three months from the date of issue. If the crossing
has not been completed within three months, The Songas Permit
expires and a re-application for the crossing will be necessary.
Wayleave
Coordinator
- The Coordinator will ensure the Applicant prepares
a written request of their intention to cross Songas facilities.
The request will include information on the exact geographic
location of the intended crossing, and the scheduled date of
construction for the planned crossing.
- Send the application directly to Songas main
office attention Way leave Crossing.
- The Coordinator will visit the site with the
Applicant to confirm the work will not affect Songas’ facilities
and that it will be done as per applicants drawings and Songas
Safety requirements.
- Locate and stake the gas pipeline and way
leave prior to any work being done. Prepare a Stake-out Report.
- Be on site to monitor the work and remain in
site until work completion.
- If work is acceptable, the Songas Plant Manager
will give a written approval to the Applicant.
- Plant Manager will ensure, through the issuance
of a directive not to start work without an authorized Songas
representative on site to witness the works.
